Introduction
In Latin America the social, economic, cultural and political is organized in a way that systematically generates the exclusion of communities that lack basic services for people who have disabilities do not have access to certain goods, sick without proper treatment, neglected elderly, women who because of their sex do not have access to certain positions, ethnic minorities, etc. Most people in marginal situations living in poverty, considering how poor, according to international standards, the person who does not have basic needs met by having at least one of the following indicators census: overcrowding, inadequate housing, lack of sanitation, illiteracy and inadequate occupation of head of household (four people per member and the head held low educational level) (Archibugi 2009).
In Latin America, we find a high percentage of people in this situation, for example, in Mexico's 100 million inhabitants, over 50 percent live in poverty: 55 million earn less than 7 million, 47.5 million live in crowded conditions, 27.8 million people over 15 years of age has not completed primary school, nearly 15 million have dirt floors in their homes, about 12 million do not have piped water or drainage can be considered as the major record backlog, the colonial legacy of commercial monopoly, rent-seeking behavior for centuries have frustrated the formation of entrepreneurs, the arbitrariness of public power that has weakened the formation of markets because of insecurity and mistrust dependence central markets, the possibility of raising low savings rates in the public sector due to an outdated tax structure and in the private sector, because the patterns of conspicuous consumption practiced by the wealthy classes, limiting the accumulation of capital and growth, the institutionalization of inequality in a caste society first class later generations of discrimination, inequality, social exclusion and a society deeply fragmented. Reading between the lines these causes are an inadequate balance in the social involvement of state, market and community (Audirac, 2007)
Problem statement
In these difficult economic times Latin America Community is experiencing several challenges, a natural resources dependent rural community, is faced with numerous challenges. There have been significant economic and population losses. In addition, the community suffers from unemployment, poverty, environmental degradation, and community decline. There are increased difficulties in meeting the basic necessities for clean air, clean water, education, energy, transportation, land use, housing, jobs, health, and waste disposal. These problems are dynamically interconnected and cannot be dealt with in isolation; some transcend local governance and capacity as well as local territory. Transformations are required in social, economic, governance structures, and shifts in cultures and practices.
