Introduction

European Union is a political and economic body, which has 27 member states, located mainly in Europe. EU accession, took place in May 2004 under the civil service reforms of Central -Eastern European (CEE) countries. Civil services in Europe eventually conform to one model by raising the economical standards and structures which are commonly adapted by guiding principles. It is more practical to visualize the developing convergent tools and mechanisms of human resources management and the legal framework which is independently adopted by every single country.

The social, political and economic events that regarded Europe in 1980 are which led the states to renew their civil services of the country. Currently, wide range of reforms fluctuating betwixt the ethics of the civil servants and the flexibility of management styles. The recent research endeavours to emphasize the need of introducing designed measures which can promote the values of integrity and reinforce ethics in the civil services for the improvement in combat corruption and transparency and also different kinds of improper behaviour on the civil servants part. The new advances in placing common value at the heart of the human beings of civil service reforms, will contribute in fortifying democracy to serve for the betterment of the society.

The theme of the paper is to analyse the impacts of European Union on civil service reforms in East Central Europe. The civil reform countries of central Europe involves Czech Republic, Hungary, Slovakia, and Slovenia, in which two Slovenia and Czech Republic will be discussing in detail. In order to understand issues in the management of civil service reform, several of things need to be cleared in which the main important query, what is reform? In simple terms, reform is a careful implementation of changes in the society. (Kolarska, Bobinska 2000). The main purpose of civil service reform is to set the policies for the public measures with a significant aim to get a qualitative state.

The major influence of civil services reform in the role of its management; start usually from the tradition of communism which mainly influenced civil service reform especially on public administration and governance reform with the addition of labour code.The involvement of the European Union was the beginning of a new stage in the growth expansion of Central Eastern European civil services. The pressure of EU forced CEE governments to build up domestic motivation for the appropriate maintenance of civil service reforms, in order to maintain and encourage professionalism and configuration of their civil services according to the principles of European administration. Previously, European Union had made managerial condition for the membership before accession. The expansion of organizational capacity integrated to establish the requirement of professional and depoliticized civil service systems in candidate countries.
