Introduction

The traditional model of child protective services system based on a welfare worker responding to an allegation of abuse is not adequately safeguarding our child. The paper makes an analysis on the different efforts that can be made in order to improve the current status of child protective services in the community. With this going on child protection workers have highly criticized because most of the times they see the danger in front of them but they are so reluctant to take action so as to help those poor children who are highly in need of danger around them (Adams, 1995). The problem is that on there for the children cannot say anything as most of them are afraid to report of the abuse happening to them, usually they have threatened by the abuser not to report and they do as told since they do not want more pain to their lives.

Discussion

The child protective services are not working in a proper way. There is a great need for the improvements of these services. It appears most people have complained that the way the system sets up in others states of America and other English speaking countries is not that good, child protection services have characterized by many layers of command. A senior child protection worker reports to a team leader, who reports to a protection manager, who reports to a regional manager and so on (Farrow, 1996). With all these steps, sometimes action takes too long to be done as a decision, to remove the child from a home may take too long to be delivered because of waiting for a go ahead from the most leading people. With this, that is why sometimes cases of neglect take place even when the case had already reached the child protection officer. Cited in (Costin, 1996) he argued that sometimes child protection workers under estimate the level of abuse in families because they feel intimidated and threatened by parents. What this means is that children have not protected because the child protection workers do not focus sufficiently on their protective function (Christian, 1997). Child protection workers are responsible for co-coordinating welfare or helping services rather than providing these services themselves. One of the child welfare and protection laws came in the form of Children's Homes. These had exclusively built and organized to cater for abandoned, neglected, destitute, poor and delinquent children as a shelter and for moral rehabilitation. Children's Homes started coming up in the 1840s. The Protestant Orphans Home that has started in 1853 provided long-term institutional care for dependent children but also relied heavily on home placement.
