Abstract

The term "chemical, biological, radiological, nuclear and explosive yew (CBRNE)" means the uncontrolled release of chemical or biological agents, radioactive contamination of the environment or explosions that cause widespread damage. The incidents can be accidents or terrorist acts.

Chemical agents possess the specific characteristics that make them particularly attractive for terrorist purposes. Thus the theoretical volume / lethality of these substances are very high which could lead to significant results with limited amounts of an agent. This feature allows one hand, reduce production costs of these agents and to provide a scientific and industrial infrastructure is too high, which reduces the risk of detection during the synthesis phase and, secondly, allows a relatively easy and safe transportation of these officers to the scene of the attack and, if necessary, across borders. Other characteristics of these weapons are particularly suitable means for terrorist actions including the lack of reliable detection systems for chemical and biological agents, the low traceability of certain agents, the relative ease with which it is possible to manufacture such substances (especially when compared with the process of manufacturing a nuclear weapon), their ability to spread terror and panic among the civilian population, but can also seriously harm an opponent potentially more powerful by inflicting heavy civilian casualties.
