Charter of Fundamental Rights of the European Union

Preamble

The Charter of Fundamental Rights is of paramount importance for the evolution of European Union (EU), and therefore for the labor movement and political Community social questions. For the first time since the creation of the Community European Economic Community in 1957, the Charter sets out in a single text all of social, economic, civil and political entitlements for all citizens Europe. It is also the only text of its kind at international level. These rights, principles and inalienable values ??that EU institutions should take into account when enacting and applying European law.

The debate that brings us together today is a subject who's only entitled to measure the significance: "The Fundamental Rights of the European Union." It is neither more nor less to identify and proclaim, at the Union, these rights and freedoms that States shall consider as inherent to the human person and place, as such, on top of their hierarchy of values .

Why a Charter of Fundamental Rights?

Among these questions, the first that comes to mind is the very principle of a charter of fundamental rights. What for, some said, since it would suffice to the European Union to accede to the European Convention on Human Rights to adopt a text which ensures an effective guarantee of fundamental rights against the European institutions? This thesis may be defensible in legal terms, but I think the question of the rationale for a charter of fundamental rights goes beyond the strict field of law.

It happens all too often ignore the contributions of Europe to place in controversy: it denounces Europe who decided too, on chocolate, hunting, cheese from raw milk, and sometimes it also denounces the Europe which does not quite decided, for example about the prevention of oil spills or justice. And when we recognize the success of European integration, common policies in the euro, through the internal market, they often see a sign that Europe is for bankers and industry than for citizens. It remains, in the eyes of many, synonymous with the common market.

The result is a feeling of misunderstanding, frustration and sometimes rebellion, we must remove by showing people they are at the heart of European construction and that what unites the States, and across states , peoples, it is not only a virtually unbreakable economic interdependence, it is also, and above all, a true community of ideas and values. Europe is not just a market, we must constantly remember, it's a Community.
