CHAPTER ONE: IDENTIFYING BUILDING LEVEL PROBLEM
Introduction
Overview of District and School Building
In an attempt to increase the AYP for English language among disabled students; the curriculum, academic assessment and overall development of such students needs to be amended. Also, learning hindrances such as lack of opportunities should be timely addressed by the state and federal ggovernments to counter the issue (Dorans et. al, 2008).
In the year 1975 (P.L. 94-142), which is commonly known as “the Individuals with Disabilities Education Act (IDEA), shifted the paradigm of special education from the orthodox segregated educational programs which excluded the students access to classrooms and schools into a more mainstream medium (Riviera, 2003).
In a broader context, special education has always considered elements of “IDEA” comprising of fixed laws. IDEA proposes decent guidelines for educating children on the subjects of English language and mathematics. The Act gave way to researches on educating disabled children. When implemented in its true form and spirit, it also helped in increasing the AYP of disabled students in the subject of English. However, parents and guardians who are well aware of the processes in special education also realize the gap between the components of IDEA and the discrepancies in the present education system. According to statistics, the AYP English language proficiency rate in 2004 and 2005 was quite encouraging. The English language proficiency in disabled education increased by 3 % during the above mentioned time frame. In the next two years, the AYP for English learners drastically increased.
School X is a dedicated school for students with disabilities and is situated in the South of New York City. The total population of school X is 738; children enrolled in grades 6-8. The average class size of school X is 29 students. The school's administration consists of three assistant principals and a principal. School X is a dedicated institution for students with disabilities; and aims to provide them with quality education.
Of the total population of the school, 73% students qualify for free lunch. 7% of the students are not proficient in English. The student population is quite diverse; 63% of the students are African Americans, 31% Hispanics, 1% white and 5% Asians or Native Hawaiians.
The school's attendance rate is 90%. Suspension rate of the school is calculated to be 6%. Out of the total 49 teachers employed by the school 47% of the teachers possess a master's degree; 30 of them have a doctorate degree in their respective subjects the overall turnover rate at School X is ...
