The course of the study is going to develop and critically analyze the health care promotion budget by keeping a cost benefit analysis as the base for making decision for the implementation of health care promotion activity. Health is conceived as a fundamental right of human beings and the spiritual dimension of health is increasingly recognized. WHO considers that health is a fundamental right of human beings, so that all should access to basic resources essential to health. The health promotion represents a comprehensive social and political process, which includes not only actions to improve the skills and capabilities of individuals but measures to change the social, environmental and economic, to reduce its negative effects on public health and the health of people.

The promotion of health is the process of enabling people to better understand and control determinants of health and thereby improve their health. The participation of the population is essential for any action to promote health. it is the primary responsibility of the hospitals for providing healthcare services, but at the same time it's a business as well. Therefore in order to continue its operations and make profit as well the healthcare industry requires payment in dollars in order to retain its entity (Colomer, 2001). Health promotion is an area of Public Health that is dedicated to exploring ways to promote better health in the population (Colomer, 2001). The definition given in the historic Ottawa Charter of 1986 is that the promotion of health “is to give people the means to improve health and exercise greater control over it”. The areas of action proposed by the Ottawa Charter are: to build public policy healthy, creating environments that promote health, strengthen community action, develop personal skills, and reorient health services. Health promotion draws on many disciplines such as epidemiology, medicine, sociology, psychology, communication and education. It also uses educational tools and not only communication but also the law and structural measures (Donovan, 2006).
