An inquiry committee of Boston which was led by James Bowdoin (1726-1790), a politician and merchant of the community, prepared the report on the Boston Massacre. The report titled, "A Military Combination: a Report of a Committee of the Town of Boston," attributed to the Boston Massacre to the increasing tension amongst the British and the colonists because of some acts of Parliament's unfairly taxing the Americans.
