Transport is responsible for more than one fifth of greenhouse gas emissions as well as for a large share of air pollution and noise nuisance. Moreover, transport has a serious impact on the landscape because it divides natural areas into small patches leading to severe consequences for animals and plants.

In sum, it is detrimental to environmental sustainability, and the EU has taken several actions in the area, which also affects long distance freight transport. EU environmental policies are based on the precautionary and the polluter-pays principles. In the EU context, the precautionary principle is the one that is invoked when urgent methods are needed to protect the environment where scientific data cannot provide a complete evaluation of the threat. Emissions trading system that is used to reduce emissions are based on the polluterpays principle. In order to achieve an effective implementation, there are diverse institutional, financial and management instruments available.

The EU also stresses the importance of the involvement of the general public. In fact, there is a considerable amount of EU documents that were published There is a growing urgency throughout the world for the automotive industry to reduce its impact on the environment.

The European CO2 standardisation process remains pivotal in the dialogue between the European Union and the automotive industry in Europe. As a leader in the fight against climate change with ambitious CO2 targets, the EU is set to initiate new legislative frameworks towards a more successful integrated approach by defining better policy objectives and different methods of facilitating European cycle of efficiency. The demanding targets and heavy burden among manufacturers bring forward several key issues such as carbon trading schemes, car taxation instruments and automotive innovation including funding, research and development. The European Union now has an opportunity to support the creation of new markets in Europe as well as encourage a sustainable and competitive Europe. The future collaboration between legislation and automotive developments will prove to be critical in shaping the future of European CO2 regulation. Integrated Pollution Prevention and Control Directive ('the IPPC Directive') imposes a requirement for industrial and agricultural activities with a high pollution potential to have a permit which can only be issued if certain environmental conditions are met, so that the companies themselves bear responsibility for preventing and reducing any pollution they may cause (Council Directive 96/61/EC).

This one-day conference will provide a timely opportunity to explore some of the key issues being faced within CO2 regulation in Europe. In addition, the day will provide a high-level forum for local practitioners, businesses, consultancies and EU officials to exchange ideas, explore effective ways towards achieving reasonable European CO2 emission standards as well as solutions to overcome the current hurdles that create fragmentation of the car market.
