Introduction

The concept of “security community” describes a set of countries that develops a peaceful interaction that and the countries have done the ruling out the utilisation of force in resolving disputes and problems with other group members. In 2007 ASEAN celebrated its 40th anniversary. During these 40 years there has been no war among two members of ASEAN. This period of peace has been named the “Long Peace of ASEAN”. This track record is quite impressive considering the region's mosaic of political, economic, religious, social and cultural diversity, the many potential conflicts in the region, and the lack of any strong multilateral security institution. The purpose of this paper is to analyse the DIME concept to shape the security in the Asia Pacific Region and to analyse the power of DIME in shaping the security environment in the Asia Pacific Region. SEAN will have, by the year 2020, established a tranquil and steady Southeast Asia where each territory is at calm with itself and where the determinants for confrontation have been eradicated, through abiding esteem for fairness and the direct of law and through the reinforcing of nationwide and local resilience.

Thesis Statement

This research is based on analysing the power of the DIME concept in ASEAN, in order to shape the security in the region of the Asia Pacific. This paper will focus on the activities of ASEAN that have contributed and will provide more clear pathways to shape the security in Asia Pacific Region in the next decade.

Leaders at the Ninth ASEAN Summit in Bali adopted the Declaration of ASEAN Concord II (Bali Concord II), which stipulated the establishment of an ASEAN Community resting on three pillars: an ASEAN Security Community, an ASEAN Economic Community and an ASEAN Socio-Cultural Community.

 These three pillars shall be developed and implemented in a parallel and balanced manner.

 Recognising the strong interconnections among political, economic and social realities, the ASEAN Security Community acknowledges the principle of comprehensive security, and commits to address the broad political, economic, social and cultural aspects of building an ASEAN Community. It is also acknowledged that political and social stability, economic prosperity, narrowed development gap, poverty alleviation and reduction of social disparity would constitute strong foundation for a sustained ASC given its subscription to the principle of comprehensive security.

 

The realisation of an ASEAN Security Community would ensure that countries in the region live at peace with one another and with the world at large in a just, democratic and harmonious environment. The ASC would be based on shared norms and rules of good conduct in inter-state relations; effective conflict prevention and resolution mechanisms; and post-conflict peace building activities.

 

The ASC promotes an ASEAN-wide political and security cooperation in consonance with the ASEAN Vision 2020 rather than a defence pact, military alliance or a joint foreign policy. The ASC Plan of Action is mutually-reinforcing with bilateral cooperation between ASEAN Member Countries while ...
