Thesis Statement

The proper implementation of recruitment, employees' development and division of work would enable the VDOT to serve the public more effectively in Virginia.

Introduction

The Virginia Department of Transportation (VDOT) is the state government agency involved in transportation system of the state of Virginia in the United States. It is mainly operated in Downtown Richmond. Its functions include building, maintaining and operating the tunnels, roads and bridges in the commonwealth.

VDOT is affiliated with the Commonwealth Transportation Board which actually provides funding to rail, airports, seaports and other public transportation. The board of commonwealth Transportation is responsible for the department's operations systematically work with board of directors. The board members and chairman are appointed by Governor and General Assembly.

Scientific Management School

Taylor's scientific management theory is generally recognized as an important approach to manage organisation in a scientific manner. Taylor believed that employees should follow a systematic approach of working and management must provide a structured training to all employees as personal judgement cannot bring accuracy in assigned tasks. It is also important to know that workload management is considered a most important aspect of Taylor's scientific management theory. The scientific management theory believes that organisation should divide its overall workload between the management and other employees (Nanette, 2004). This approach further elaborates that workload management should be responsible for scientific as well as instructional jobs, while workers of the organisation will perform labour tasks in groups. Scientific management theory also believes that each group is responsible to deliver its best in its own domain (Aitken, 1985).

The work at Virginia Department of Transportation (VDOT) is divided among different levels and field work. It has six departments:
