The paper also discusses the legal and justice system, the legislative branch. The paper also sheds light on how each position is elected. Russian executive system is discussed. In the end, penile and jail is explained of each country.

United States Constitution
United States Constitution is also regarded as, the supreme law of the country. It was accepted on 17 September 1787 by a convention meeting in Philadelphia, and after ratification, was applied since March 4th, 1789. Amended twenty-seven times, it is one of the oldest written constitutions still in use. This Constitution establishes a government with limited powers, must respect the fundamental rights of citizens, and is based on the separation of powers, who must monitor and balance each other (checks and balances). It endorses the original thirteen states (today became fifty), it creates a federal state. Although the laws and Constitution the United States needed to the various states, very wide powers reserved for them. The Government has from the beginning, like Republican and based on the sovereignty of the people. His character democratic in the modern sense of the term, with universal suffrage, appears more gradually, sometimes through amendments, usually by changing laws or reversals of jurisprudence (Patterson, 2008).
The Constitution of US is flexible enough to allow each president to adjust its powers to its current needs. He is considered as the most powerful man in the world, the president of the United States is not impervious, and its powers are strictly limited by the Constitution. The President of the United States has several enumerated powers that are granted to him under Article II of the US Constitution. Among those powers are Commander-in-Chief, Executor of the Law, Chief Diplomat and Chief Administrator.
Russian constitution
The Constitution of the Russian Federation is the fundamental law of government and establishes the basis of the constitutional order, government, education representative, executive, judicial authorities and the system of local self-government, human rights and freedoms and civil rights. The Russian Constitution was adopted December 12th, 1993 on the results of a popular vote conducted in accordance with the Decree of the President of Russia on October 15 1993. The current Constitution of Russia consists of a preamble and two sections. The Preamble declares that the people of Russia accept this constitution, secured democratic and humanist values, determined by Russia's place in the modern world. The first section includes nine chapters and consists of 137 articles that perpetuate systems in the Russian Federation, the fundamental rights and freedoms of the individual, the federal structure of the Russian Federation, the status of public authority, and how to revise the Constitution and amend it. The second section defines the final and transitional provisions and provides a framework of continuity and stability of constitutional and legal norms(Hill, 1971).
