Capacity building partnership is the basis for many of our strategic objectives. As we continue building the AFRICOM staff, we seek your support not only for our own efforts, but to develop the capabilities of other departments of U.S. government and civilian agencies whose expertise is essential for building missions stabilization and capacity abroad. While our traditional military experience and background allows us to offer great mobility, logistics and command and control capabilities to bear in support of efforts by the U.S. government, we remain concerned that if the international capabilities have not with more resources, non-traditional tasks, of necessity, default to the military.

A holistic approach to problems and challenges is by AFRICOM in support, the best way to follow U.S. International, and the interests of the allied nations. However, the construction of regional stability and security will take many years of constant and dedicated effort. There is no visible finish line. Therefore, supporting the congressional support is essential.

The key area of legislative assistance to enhance AFRICOM's ability to work collaboratively with other departments in the United States government and agencies is as follows:

* Provide budgetary flexibility to combatant commanders and ambassadors, including the formulation of the World Section 1206 Train and Equip authority permanent and expand to meet the demand of the State and Defense Department have been in the past three years;

Make the training and equipping permanent authority, increasing the limit, and the establishment of an annual allocation of reference will help prevent problems from becoming crises, providing the flexibility to respond quickly to challenges within our area of responsibility. This authority is a vital element of the GWOT.

We request the Secretary of State Civil Response Force, and also strongly support the significant increase in the number of people who are looking for DoS and USAID in 2009 the President's budget. We also support increased funding for foreign assistance. These measures contribute to a greater ability to achieve U.S. foreign policy and national security objectives without committing U.S. forces.
