The growing global interest in adult education with the development of the concept of adult education and the multiplicity in the framework of continuing education and development of the great abilities of the individual throughout his life. The paper focuses on one of the adult development programs with three main aspects, the preparation of adult education programs in general. Implementation of teaching or adult education programs, within the framework of the main educational goals of these programs and this aspect also includes self-education as one of the key strategies for adult education teacher competencies also includes adults.
Discussion and Analysis
Creation of evidence-based adult education system is the steps that could lead to an adult education professional based system wisdom and empirical evidence. In developing a program, the first step is to review the available professional wisdom empirical evidence, so that it describes the program models meeting the desires for better practice. A program model actually represents and describes what adult students, administrators, teachers, counselors and program partners(like unions, training programs, health care and business)should do in order to provide both the support services and effective instruction for adults needs and requirements to persist in their learning to be successful enough.

About The Program
It covers not only the teachers, trainers, education staff and the organizations offering these services, but also learners in education and training of adults. Among these are associations, counseling and information, the policy-making bodies and other organizations, such as NGOs, businesses, voluntary groups and research centers.
The program funds a range of activities, particularly those that support study abroad of those involved in adult education through exchanges and various other professional experiences. Other major initiatives include networking and partnerships between organizations of different countries (Light, 2010).The CALDP focuses on four key areas:
Basic and advanced literacy: development and implementation of education programs focused on basic needs, based on context and innovative, for adults and school children in marginalized communities and among vulnerable age groups. These programs are based on approaches to learning at home, modular and based on the computer.
Development of potential: the skills are developed through training in project development, professional activities, rural development, leadership and management, governance, livelihood and income generation.
Education for sustainable agriculture: continuing education program for small farmers and dedicated to sustainable agriculture (including soil management, cropping systems, processing pest / disease), leadership training and entrepreneurial / trade.

Use skills development in reading and writing as a tool to reduce poverty, develop the community and protect the environment sustainably;
Advance the capacity of marginalized communities to engage in activities ensuring sustainable livelihoods, including agricultural production;
