Introduction

This essay discusses and explains the term public's interest, and the administrative responsibility with the essence of some ethical obligations facing up to the public interest, and administration in their day to day decision making. This essay will also exhibit some of the recent trends in privatizing the government functions and the dilemmas that will attain the shared interests.

Administrative responsibility

Defining the term administrative responsibility, the term serves with respect to the purposes in the field of public administration, and it depends on both a person using the term personally or in terms of the context of shared interests.

Every case dealing with public administration includes both the behavior of public servants, as well as the expectations put forward with respect to the behavior they have previously exhibited. For instance if the behavior meets or is near to the exceptions, then the public servant seems to be responsible, and if the behavior falls in the opposite direction of the expectation then the public servant seems to be irresponsible. To bring along the behavior in a way that it meets the expectations a person, group, or some legal entities may work together to get the responsibility to be achieved by applying tools and instruments to being the behavior to the mark to inclined behavior and expectations together.

Public Interest

Public interest referred to the wellbeing of the citizen of a country opposing to the interest of self-centered citizens, groups or organizations. All citizens have equal rights and have the stake on the society which guarantees recognition and protection by government and its supporting agencies (Mulgan, 2000). Despite of the ambiguity of the term and the context of public interest, it often been claimed by government and its supporting agencies when the matter of confidentiality and secrecy arises in the state. The government compares the expected benefits and gains with the incurring of potential cost that associated with making any decision plans, policies, etc.

Comparatively administrative responsibility falls under four key categories, along with some aspects similar in each of the four categories of administrative responsibility (Badaracco, 1992). These four administrative responsibilities are as follows:

Objective responsibility

The Objective responsibility is the easiest of all the four types of administrative responsibilities and referred to as alignment and arranging of all the corrections and punishments of politicians and government officials. The law and the constitution define the expectations and behavior in the context of this responsibility. Government officials including the politicians and the government servants are liable for all citizens and are accountable to the citizens of the country for the policies, laws, and penalty implications. Similarly, the government officials are liable to the politicians for the law, policies to be implemented. The term of behavior to be responsible and irresponsible is depended upon the acceptance of the constitutional law and order.
