Introduction

One of the greatest threats to modern civilization is the strategy the U.S. military which is based on the so-called USA Doctrine. The answer will point out the fact that this strategy is part of a plan restructuring of the capitalist world economy, to build a new system under the hegemony of the United States only. For this purpose, it not only has a large military force and a large justification: terrorism and its allies. It also has a theoretical foundation on the idea of the end of history, though deeply unequal and unfair means. The answer highlights that the U.S. Doctrine is not new, and has strong arguments for acceptance in the powerful conservative groups of U.S., that promote and support it. Military expansion accompanies economic expansion unprecedented in history of globalization. Both are with dire results for the world underdeveloped. Francis Fukuyama declared it as the end of the world's history (Fukuyama, F., 1992).

The end of the Cold War and the unipolar world

As the cold war end was declared, also declared the end of history. On Real socialism ruins, East European reconstruction began free market and the consumer society. It was announced that was ending the diversion historical mirage caused by the communist. The world is preparing to give way to a new world order, where there would be no enemies but allies. Where there would be no class struggle, no walls, or totalitarianism. The actual demise of socialism in Europe(as we were told) was the test- conclusive and irrefutable preeminence and superiority of the capitalist system, as the only option for the progress of humanity (Grant, R. G., 2008). As postulated one day at French Revolution, now we would all be free, equal and fraternal, the total exhaustion of viable systemic alternatives to Western liberalism, as Fukuyama said in announcing the end of history

A world without options

The end of the Cold War is like a world without options. The disappearance of the bi polarity represents the final defeat of scientific socialism. An ideology and anti-systemic is threatening for world economy opened the way to the emergence of social liberalism, which became the alternative to prevent such an economy. This thought represented an alternative that offered a theory and ideology necessary to reform, serving as an important mechanism of social and political pressure that led to fundamental changes in the system (Gaddis, J. L. 2005). The fall of socialism is a phenomenon that radicalized the global system. Along with the hope, economic system collapsed and progress security and confidence in the States and the masses turned their backs. Although states were authoritarian, oppressive and sowed distrust in society, were also part of security sources on daily basis. The worst scenario seems to be evident, in this world without options have collapsed popular faith in the inevitability of transformation and inequality may have lost the only imaginable ideology of modernity.
