Discussion

The Second World War marked a true turning point in relations International worldwide. With the end of the war and the advent of Emerging superpower Cold War reoriented its foreign policy both global and toward their "areas of influence". The following is a bibliographic study in which we analyze as Latin America fell under the influence of diplomatic conflict maintained by States and the USSR, which was focusing primarily on the government policy American carried on in the region it regards as its "backyard" (Vocke, 1976).

American leaders, connoisseurs of communism and capitalism were definitely incompatible, outlined a new foreign policy less conciliatory and much stronger, taking the characterization of the historian of the Cold War John Lewis Gaddis, was summed up in the idea of "get tough with Russia". Acting accordingly, in March 1947, Washington announced the guidelines of this policy in the "Truman Doctrine". It was openly stated the existence of a Russian-American conflict, based on ideologies and lifestyles frontally contrary, it was necessary that the United States shall endeavor to avoid expansion of the "communist tyranny" in the international community.
