Should Texas voters have to present an I.D. to vote?

Introduction

The establishment of new voting laws in Texas, which requires the voters to present their government-issued photo ID to the election officials before being allowed to cast ballot, and the subsequent ruling of the Federal Court barring the state from enforcing the law has initiated a new debate. The situation has arisen many questions such as whether each state should be allowed stablish separate and independent voting laws, and why do the federal courts have authority to declare state voting laws unconstitutional?
