Green Valley School District is one of the top school districts in the state. The District invests heavily in teacher in-service in a number of areas including technology, reading, and in implementing an award-winning “hands-on” science program for elementary school children. However, superintendent is wondering with the fact that few training methods are not providing desired results in improving teacher's performance and benefits to students relative to the costs. Therefore, in order to minimize the cost of staff development and effectively achieving staff development, Green Valley School should explore which in-service staff development methods are most appropriate to skills development. In this concern, it is highly significant to address the factors of training methods that have the greatest impact on the performance enhancement of teachers.
Problem Statement, Question, and Hypotheses
Green Valley School District has a number of different staff development activities that include a mentoring program for new teachers. Along with it, other teachers can select from a wide variety of seminars and classes, which are offered both after school and as extended summer training. In order to achieve the objective of cost minimization and maximizing the desired goal achievement, it is necessary to focus on the fundamentals of training method appropriateness in enhancing the capabilities of teachers' relative to benefits provided to students. Past researches carried out jointly by the department of Methodology and Training and the district schools aimed to develop diagnostic tools and remediation as first degree training method in secondary education, within the course of scientific awareness (Bernard, 2006). Achieving this goal will result in the creation of a training program that leads to development of a set of skills for every teacher who participates in the training program.

Main problem that arise in this scenario is addressing the cost structure of the school to manage training program expenses and achieving the desired goals. It also involves the establishment of an educational training program, which help in developing teachers skills for elementary school children. Students are active and faced with the realization of a complex tasks management in school (Hardle, 2007). Teachers must have the status of organizing knowledge (they support and guide students in achieving the proposed tasks). The material made available to the teacher and students is designed to allow the diagnosis and remediation of immediate problems that may arise during the implementation of the proposed training program objectives (Jackson, 2008).
Main objective of the research is to identify which form of in-service staff development has maximum impact on the teacher's secondary teaching skills, i.e. subject knowledge enhancement. Research question that needs to be addressed through this research involves assessing which training program is more affective. Two kinds of training programs have been selected for examination.
