ABSTRACT

This study is about the IRU/TIR business case UAE. The International Road Transport Union (IRU), founded in Geneva on 23 March 1948, is the international organisation which upholds the interests of the road transport industry worldwide to public authorities, private bodies and the media. Via its global network of national Member Associations, it represents the operators of buses, coaches, taxis and trucks, from large fleets to individual owner-operators. As such, the IRU has a truly global vision and acts effectively at international, regional, national and even local level, through its Members and with public authorities. The IRU started as a group of national associations from eight western European countries. Globalization has created a world that is more interconnected than ever before. This has led to an increase in road traffic across borders in economically integrated regions, which has created new and difficult issues for international drivers and the road transport sector generally. The methodology adopted in this study is secondary methodology. Various databases are accessed in order to retireve data for the subject. The TIR system is a well-balanced mechanism based on cooperation among the Contracting Parties and transport industry. With a view to ensuring its smooth functioning, it is essential that all parties involved - Governments, TIR Executive Board, national guaranteeing associations, transport operators, international organizations - meet their obligations in accordance with the provisions of the TIR Convention.

CHAPTER 1: INTRODUCTION

Background

Work on the TIR transit system started soon after the Second World War under the auspices of the IRU. The first TIR Agreement was concluded in 1949 between a small number of European countries. The success of this limited scheme led to the negotiation of a TIR Convention which was adopted in 1959 by the IRU Inland Transport Committee and entered into force in 1960.
