Introduction

United States Immigration and Naturalization (INS) was established on juke 10, 1933. INC ceased to exist under this name on March 1, 2003, when major functions of this organization were relocated from department of justice to three new organizations. These entities are US Immigration and Customs Enforcement (ICE), US Citizenship and Immigration Services (USCIS) and US Customs and Border Protection (United States, 2002). All three entities now are the part of department of homeland security. This development and reorganizations was needed after an unfortunate incident of 9/11.

Discussion

The mission statement of INS involves performing two basic functions. The first is the function of enforcement of law that involves preventing non residents from getting entered in US. The other main function of INS is to facilitate those people who want to enter the US legally. To perform these primary functions efficiently, INS has faced many hurdles. These obstacles are of four forms. Those problems which involve strategic planning process and second category of obstacles are those which rise from organizational structure. Third kind of obstacles emanates from the coordination and communication process and the final list of obstacles are viewed from the financial management perspective.

In 1991, it was reported that INS does not have a proper strategic plans and the past process of management were failed to prove successful. In the past efforts were made to implement planning system agency wide, but the lack of interest by top management could not bring any concrete results. In 1995, a process of priority management was implemented aimed to achieve strategic priorities. Annual goals related to strategic priorities were recognized for the purpose of special management attention, which include the establishment of time frames, objectives and performance measures (Stana, 2004).
