Introduction

An evaluation plan is a written document that explains how a program will be monitored and evaluated, and how these evaluation results will be used for the improvement of program and decision making. It is clarified by the evaluation plan how the “What,” the “How,” and the “Why It Matters” will be described by us for our program. In other words, the program design and the rationale for carrying out the service or activity are illustrated by an evaluation plan. Evaluation is employed in a broad range of settings and fields that include the arts, government, criminal justice, healthcare, not-for-profit organizations, and other human services.

Evaluation is regarded as an essential organizational practice in almost every field. The same is the case with our chosen scenario, i.e. the Far West Elementary School; this paper focuses on the evaluations' types that would incorporate in evaluation plan and how they would facilitate in analysis of evaluand. The measurement tools that would use for the program evaluation will also be discussed in this paper.

Discussion

Evaluation is a process to enhance knowledge and decision making relating to program improvements and determining whether it should be continued or expanded. Evaluation involves systematically collecting and analyzing data about processes, outputs, and outcomes to enable judgments to be made about the merit, worth, and significance of the program. These judgments have the potential to impact on current and future decision making indicating that evaluation is used for a purpose. Patton has defined program evaluation as “the systematic collection of information about the activities, characteristics, and outcomes of programs to make judgments about the program, improve program effectiveness, and/or inform decisions about future programming” (p. 23).
