The term police has the empowerment of saving one's life, thus the person having the title of police, has the edge and termed in a designation, which empowers the person, by the state to enforce the law and order, should have the courage to protect the property, and limit the civil disorder. This power is also consist of the legitimate power of using forces.The initiative towards the community policing has taken a self-momentum in itself in just very few years, as the community seeks them as their saviors, and they have become more effective by getting and searching more ways in order to promote the public safety, along with enhancing the life of the people in the neighborhoods. However looking into the roots, for this community policing initiative has emerged from the past, as in the history of police, many things have come into being that drew attention at various aspects of safety and public dealing. The law of the modern times began in England along with the formation of the London Metropolitan police district by Sir Robert Peel in the year 1829. However, the new police force was creating in order to aim to a purpose, which was to address the soaring crime, and to reduce the existing crime rate in the capital of the Great Britain. Peel was the first chief of the police force, and he was also accredited for developing many great innovations in the police force which are still practiced in the modern times (Herman, 1979).
