Introduction

The document deals with the scenario where a learning disability patient, Cathy, is living in a residential home for the past eighteen years and is now having a need to live in an independent home so as to feel safe, secure and near to her family and friends. The analysis of the need and its impact on the various socio-cultural dimensions is being undertaken and the results of such evaluations and analysis are expressed below.

Valuing People Now (2009) and PESTEL Analysis

Analysing the specific case of the Cathy, a woman being victim of Down syndrome and the congenital heart disease, Valuing People Now (2009) can help her in providing the separate home. It is a cross government strategy devised to facilitate the people with learning disabilities. The basic motive of the Valuing People Now is to give the disable people their right to live their life freely and the way they want like any other human being, with the provision of alike responsibilities and opportunities as a common citizen and a normal human being is provided (Valuing People Now, 2009). The respect and dignity whilst being treated needed to be maintained. The need of a separate home is driven from the Valuing People Now (2009) as such strategy helps the disable people living in residential care home, providing them through independent homes. The Delivery Plan was launched in the year of 2010-2011 can help Cathy in finding a secure independent home. The need for an independent home was driven with the identification of the deprivation that the people with learning disability are not able to make their choices themselves and are usually forced by the family and friends to live in the residential care homes. According to the statistics provided in the Valuing People Now (2009), there are people with learning disabilities of about 30-35%. Valuing People Now (2009) can help the Cathy in providing the housing need with an opportunity where to live, and with whom they want to live. The delivery of the home is the priority of the local authorities and government.

PESTEL Analysis

PESTEL is basically an acronym for the political, economic, social, technological, environmental and legal (Henry, 2008, pp. 45-60). Because these six factors usually affect the businesses and are present in all types of economies. A framework used to monitor and analyse the macro environmental factors and their potential impact is known as PESTEL analysis (Palmer et. al, 2005, pp. 116).
