The process of tendering is hugely in the favor of the invitor. He can call the tender from as much or less parties as he desires. It is not necessary for him to inform the others about the other parties. The invitee can frequently be put into bearing labor and cost in readying the tender without any reimbursement. The invitor can accept or reject the tender for whatsoever reason. Following are the guidelines that need to be followed (Ministry of Business, Innovation and Employment, n.d):
Incorporate all informative data vital for suppliers to prepare/submit a quality reaction incorporating: fundamental prerequisites and assessment criteria.
Conditions for interest and qualified data requested to qualify suppliers-must be restricted to those vital to affirming the suppliers' capacity to convey the agreement being referred to
All potential suppliers must be given equivalent chance and impartial medication on the groundwork of their budgetary, specialized and business capacity
Suppliers may be prohibited on grounds, for example insolvency, liquidation or indebtedness, false presentations, or nonperformance on former contracts
Technical Requirements:
Specify as far as exhibition and practical prerequisites (not plan or engaging attributes). Connection to worldwide models, where relevant, or distinguished NZ specialized regulations and principles.
Reference to a specific trademark/name, patent, outline or sort, particular starting point, or maker or supplier, just if there is no other exact or comprehensible path of depicting the necessities. Thus, expressions, for example "or equal "must be incorporated.
