Introduction
Paul E. Peterson and Matthew M. Chingos penned this experimental evidence based article. The purpose is to conduct randomized experiment to examine behavior of college-going 2011 students, who participated as elementary students for voucher experiment in late 1990s. Authors did not find any impact of enrollments but large statistically significant positive impacts were found in the African American students as participants. The purpose for this thesis is to focus on short term and long term outcomes to determine the impact of standardized test scores and schools vouchers on college enrollments (Chingos & Peterson, 2012).

Article Summary
The article states short term outcomes and long term outcomes for many of such research on educational interventions as discussed in its executive summary. Data findings and statistical inferences are derived from the original data based on the research-based evaluation of SCFC i.e. New York School Choice Scholarship Foundation Program. It is a privately funded three-year scholarship program based on annual worth of $1,400 that was started in the spring of 1997(Howell et al., 2000). It funded scholarships and grants to approximately one thousand students belonging to low-income families, either they were from public schools (to enroll grades two through five) or are entering as first grade students. The impetus for this study on voucher program is the issued invitation of Rudy Crew (Chancellor of the public school system, New York City) and Cardinal John J. O'Connor (Archbishop, New York). These erudite guests brought the case of sending most troubled students to Catholic schools for the pursuit of education with the support from New York City Mayor Rudolph Giuliani. Opponents encountered this proposal and an assembly of private philanthropists designed SCSF program that publicized coverage of private education costs for all eligible students (Chingos & Peterson, 2012). This decision offered an opportunity to prevail scholarship from all low-income families of students under criteria defined in the former section of this summary.
