The Effect of Service Delivery on the Payment Rate With Reference To Emalahleni Local Municipality

Abstract

In this research we try to discover the insight of “Service Delivery” in a holistic perspective. The key heart of the study is on “Effect of Service Delivery on payment rate” and its relation with “Emalahleni Local Municipality”. The research also examines various characteristics of “Service Delivery” and tries to measure its effect. Lastly the research illustrates a variety of factors which are responsible for “Effect on payment rate due to Service Delivery” and tries to describe the overall effect of it.

The Effect of Service Delivery on the Payment Rate With Reference To Emalahleni Local Municipality

Introduction

In 1994, the South African government launched the Municipal Infrastructure (PMI) to renovate, improve and provide new municipal infrastructure that would meet the needs of the communities as quickly and effectively as possible. The aim of PMI is to ensure that all communities have access to at least basic Service Delivery in 2005. Furthermore, the PMI aims to increase the long-term and rapid delivery of Service Delivery through a training program focused on strengthening the institutional capacity of municipalities. The broad participation of the community is one of the main elements of the program. The PMI recognizes the close relationship between affordability and sustainability, which allows the municipality, in close contact with the beneficiary community, set the appropriate service level, rather than adhere to the standards, set by the central government, which are often too high for poor communities to pay. In addition to community involvement is necessary for the municipal, provincial and central, who provide technical and financial assistance. In 1998 it was estimated that around 250,000 people were employed in a project PMI and more than 90,000 people received some training. Approximately 90% of the works carried out local workers. The PMI has been chosen to provide infrastructure for new construction or renovated about 8 million people. The program has worked very well: to date, an estimated 16 million people have benefited from it. The success of the PMI has led to the creation of the Consolidated Municipal Infrastructure Program (CIP) that will support the Government Housing Program.

Discussion

The Municipal Infrastructure Program (PMI) started with the intention to solve the pressing backlog of municipal Service Delivery in a way that would improve the quality of life of the poorest South African communities, ensuring access to at least the most basic Service Delivery. The program also contributed a new impetus to the Reconstruction and Development Program of South Africa, to carry out fundamental changes in the local government to increase long-term sustainability and achieve faster delivery of Service Delivery through training municipal level. Thus, the PMI addresses the problems in the short and long term.

The guiding principles of the program are:

•Provide basic Service Delivery to all South Africans within 10 years.

•Achieving long-term financial sustainability.
