Introduction

A Quantity Surveyor can be described as any individual in the Construction business who is well-versed, qualified and regularly engaged in the preparation of Bills or Schedules, as well as supervision of quantities or materials, labor and services. They may also beinI charge of tending to and estimating the value of progress and final decisions concerning payment of contract and sub contracts.

Overview

Quantity surveyors must have the skills needed to provide an appraisal of the value of constructions that have been proposed successfully, or are already in the process of being built. They must be responsible for attributing their skills in case of relative disputes that may arise in relation to building or pre- and post- engineering work, as well as providing the estimates and specifications for said issues. This particular job is also connected to cost analysis and management, and other duties that may come under the same umbrella. In layman terms, a Quantity Surveyor may be responsible for valuing the cost of erecting a building during the initial planning process, as well as figuring out all relative matters before starting on the actual labor work. Efficiency of such costs are also taken care of by them, in construction and production costs especially. The valuation could reach millions of dollars and it is up to the Quantity Surveyor to allot these costs in an efficient manner (Aqua, 2002).

Both pre and post tender operations differ In operations management and as such, both have a fundamental need for qualified and responsible personnel in Quantity Surveying. In tis paper I shall attempt to outline the procedures and/or disputes t hat may arise in the performing of both duties at different stages of contractual quantity surveying.

Identification and assembling of all these costs is also one of the important requirements for a contractual quantity surveyor, as an honest estimate may help create an overall budget for any project. Cost planning is related to this overall budget, and can help the design team with providing practical solutions to issues faced by them as well, while staying within allotted budget. The decision making concerning the final, detailed budget is also in the Quantity Surveyors hands, while direct consultation with project architects is mandatory for some projects. The quantity schedules are then used to translate project planners' drawings, plans and details specifications drawn up by the design team so that the tender may price fairly, while keeping relative to competitors. Quantity surveyors are also called upon when assessment of costs and its effects in relation to certain changes is needed to be drawn up (Aqua, 2002,, 32).

Construction contracts tend to be set up in a way that constructors are paid monthly while the Quantity Surveyor may recommend a certified payment after going through a value assessment of their work.
