Introduction

As stated in the premises of the adoption of strategies of state youth policy, youth policy is a state system of formation of the priorities and measures aimed at creating conditions and opportunities for successful and effective self-socialization of young people to develop their potential in the interests of America and, consequently, on the socio-economic and cultural development, ensuring its competitiveness and strengthen national security. The state youth policy is formed and implemented by state and local authorities, with the participation of youth and children's organizations, non-governmental organizations and other legal entities and individuals. From the position of young people in public life, her confidence in the future and the activity will depend on the pace of American advance along the path of democratic reforms. That young people should be prepared for confrontation and political manipulation to extremist appeals. Studies show that young people generally apolitical. In elections at the federal level involved less than half of young Americans, only 33 percent of young people under the age of 35 years interested in politics. Only 2.7 percent of the young people are taking part in the activities of public organizations (Bowers, Johnson, 2005).

Background

In the context of globalization and the influx of migrant youth forced to make a guide called the ideology of tolerance, the development of American culture and the strengthening of intergenerational and interethnic relations. At the same time the American society is the need to minimize costs and losses incurred by America because of the problems associated with the socialization of young people and integrate them into a single economic, political and socio-cultural space (Bowers, Johnson, 2005).

The youth justice system plays an important role when encountering children with behavioural health needs. To enable the youth justice system to effectively manage children with behavioural health needs, the proposed enabling barrier factors require examination.
