If you made an unlawful demand for payment to someone, and they paid you, would you expect to be morally and legally compelled to give them their money back? You or I might say "Yeah, of course!" but, apparently, Harrow Council's view depends rather conveniently on whether or not it is the party making the unlawful demand.
