Introduction

Gordon Chase headed New York City's Health Services Administration (HSA) under Mayor John Lindsay from 1967 to 1973. During this difficult era, when it seemed that “nothing could get done”, Chase developed and implemented a comprehensive variety of innovative programs (Newman & Cates, 1977). In his years as HAS administrator, Chase took on, and triumphed over, many seemingly intractable problems which had stymied politicians and administrators for years.
