The factor production “land” is also limited and to utilize the land effectively mankind use to build empire buildings. The empire buildings can be defined as building with large number of floors and storeys. The numbers of risks attached to the empire building are more complex as compared to risks attached to the buildings with average height. The potential risks attached to the empire buildings are fire risk, earth quake, structure, maintenance and replacing risks. The fire risk is very important to address especially in the case of empire buildings. The main reason behind it is the difficulty level involve in vacating the empire building. Therefore, the fire fighting staff requires more rigors training to vacate the empire building and to save the empire building from fire in time. It is obvious that merely the training would not be effective in saving the empire building. The fire fighters need specialized resources such as long ladders, powerful waters canon and chemicals which can remove fire in no time. The material which the fire fighters used must be designed especially so that it would not damage the exterior of empire buildings. The fire fighters should be allocated with require amount of budget by government authorities (Fleming, 2009).

Yes it is fact that the process of closing or opening a fire station can be a public relations nightmare. There are certain factors, which make opening or closing of fire station a nightmare, which are public perception and activities of fire fighter staff. The general public perceived the opening of fire station as a signal of threat of fire spread and weakness of the surrounding buildings. The fire station also use to put certain types of pictures and slogans outside the office which attract the attention of general public and make them feel threats of fire. The situation is like a dilemma because the closure of fire stations also makes the public insecure. The closure of fire station is expected to make the public more concern because it indicates that in case of fire spread out then there will be no one to help them. The concerns over the closure of fire station are more in magnitude because it will result in immediate deaths and injurious along with huge capital loss. The citizens can play their role in decisions about opening, closing, or relocating fire stations by embracing the opening of the fire station and taking as a positive measure of government. The fire managers need to communicate with the general public about their concerns and incorporate the underlying concerns in their policies and exterior of fire station.
