Uncertainty about jurisdiction and laws are always a big concern to the business especially in commerce through internet. It is more relevant when the country of origin and country of destination of products is different in e commerce.

As compared to other ways of business e commerce is rapidly growing. It is the internet which is accessible and available to all globally. When a website is made it can be reached to anyone any everyone around the globe. In the same manner the money making and the advertising material on the internet also becomes international. Through internet the business and its publicity is done on a more frequent basis and is more direct.

Undoubtedly sometimes the disputes arise while having these business dealings which should be solved on the personal basis or that of law. The laws are just being formed by the governments for resolving such disputes and clarifying the country's boundires in cyberspace.

Although, most of the pioneers of internet tried to have no government control over internet and its business but this seems something inevitable. One among such pioneers is Tim Berners-Lee who is the creator of World Wide Web and is also governing person of World Wide Web Consortium. He was dedicated to keep the internet free from all sorts of chains so that the users are free to make choices. The way he set up the values and the procedures through which the dealings would take place via internet was just according to the target. The main hindrance that came in the way was that it was not a company run by the government but a private nonprofit establishment.

With the passage of time, when internet became more common and the trade through it became a public activity, there arose a necessity of governance or some sort of set of rules or laws that would regulate its dealings. There was much debate over the nature of governance on internet business. The amount of power it would exercise was also a big question. The way the governing body will apply its rules and its organization was also some of the major questions.
