This paper discusses the theory of imperialism in its historical context. The story of imperialism and militarism constitutes the history of power as it has been exercised by one group over another, by the strong over the weak and the free over the slave, in that one-sided and un-mutual relationship which makes up the great bulk of the human chronicle as it has come down to us in the form of recorded history -- that great record of events, as someone has remarked, which never should have happened (Winslow, 1948, 6).
