Introduction

The privatization of the health care system is the privatization of both the benefits and the privatization of equipment and buildings. A prelude to full privatization may be privatized medical services. One way of privatization of medical services is to create a private healthcare facility. This type of service has many advantages, especially for primary care physicians.

Establishment of Private Health Care facilitates the formation of teams of medical, which allows the signing of contracts with health insurance covering medical care for the population - without having to change course. In addition, facilitates co-operation of doctors, for example, to perform duty, organizing substitutions, and facilitates the organization of care for nurses and midwives (where nursing services are contracted separately).

Health Care Institutions

The organization and functioning of health care facilities are regulated by the Act of 30 August 1991 on health care. According to its Articles, the health care facility is organizationally separate team of people and assets created and maintained to provide health services and health promotion. The law has two categories of health care: public and private. The main difference between the aforementioned categories lies due to the granting of rights to create public and private companies to other entities.

In accordance with Article Paragraph 8. 1 of the Act, health care facility may be established by: 1) the chief or central governmental body, 2) the governor, 3) the authority of the municipality or association of the intra (municipal connection), 4) the church or religious association, 5) the employer, 6) establishment insurance, foundation, trade union or professional association of local governments, 7) other national or foreign legal or natural persons, 8) a company without legal personality.

However, in paragraphs 2 of the article, the legislature was decisive in no uncertain terms that the public health care facility is a facility established by: 1) the authority referred to in paragraph. 1, points 1-3, 2) the national or state medical school faculty teaching and conducting research in the field of medical science. Contrast, private health care facility is a facility established by the institutions and persons referred to in paragraph. 1.

In the summary of these provisions, it should be noted that the type of health care facilities depends on who is the founding body. If it is the state administration, governor, the authority of the municipality or union of municipalities, railway station, a state medical school is a public healthcare institution. In the case of private health care, facilities may be founding bodies: Church, foundation, association, trade union and professional self-government, insurance, domestic or foreign legal or natural person. You must also pay attention to the reservation contained in paragraph 7 of the article, which indicates that the private healthcare facility cannot create a public establishment (Rhodes, Nocon, Wright, & Harrison, 2001).
