Introduction

Homeland security is the term refers to the security efforts to protect United States of America against terrorist activities. It is a national effort to keep terrorist attacks away from within the US boundaries, top reduces United States vulnerability to terrorism and minimizing the damage of the attacks. This paper is an account of the National Strategy for Homeland Security of United States. It highlights the background and history of the security policies within the nation. A brief account of the scope and the implementation strategy is also mentioned. It discusses the purpose and the ways through which the nation's security is protected by the federal and private agencies. The Homeland Security is a new terminology that appears in the jargon of literary Security USA following the terrorist attack on the Twin Towers in New York in September 2001(Bullock, Haddow & Coppola, 2008).

It would express the efforts made ??by the government to address, combat new threats to national security. But the term, after the first studies and early research has taken a risky remarkable how significant and comprehensive proposal for prevention and defense of territory. In fact in the knowledge that globalization, during its development, the UN has imposed the refined ability to ensure that people, infrastructure and land security models increasingly advanced and strategically apply both in the context of terrorism in terms of proper natural disasters, accidents, etc.. Homeland Security, therefore, not only provides an adequate system to prevent criminal acts, but it must have the capacity to organize themselves through preventive policies and social cohesion also structuring the use of modern ICT (Information & Communication Technology). In this respect, if not indispensable key runs to help the engineering ICT in order to devise and implement a system that represents the totality HS preventive and defensive of a whole nation. To begin with, then, by the regions and then proceed to higher institutions should be that today we face new carriers, as important, methods and strategies of Global Security. Italy, with its infrastructure, its cities, its commercial ports, and its works of art, should assimilate the concept of HS through a commitment to 360 degrees which goes to provide for the co-participation of several actors, whole and in cooperatively, by and through a Department of Homeland Security.

In response to the September 11, 2001, terrorist attacks against the United States, President George W. Bush launched wars against Afghanistan, the al-Qaeda terror network, and later, Iraq. The administration also orchestrated one of the most massive government bureaucratic-growth plans while significantly reorganizing the federal bureaucracy to fight terror. It created a new cabinet-level agency, the Department of Homeland Security, and assigned it the task of protecting the homeland. This massive reorganization was not without its problems, and critics soon pointed to the size of the agency as a potential problem, the blurred lines of assignment and organization, and the conflicting bureaucratic responsibilities of the agency.
