The phrase homeland security emerged just after 9 days from the 9/11 terrorist attacks on the grounds of USA. It was followed by a redeployment of several US government agencies in 2003 to form the United States Department of Homeland Security. (DHS) It is the safeguard of US borders, administration, civilian population, and significant infrastructure against foreign menace of violence and aggressive behavior. Homeland security is a comprehensive term for safety measures to defend states against terrorism. Exclusively it is an intensive national endeavor to keep a check on terrorist attacks within the US. Its main objectives are to lessen America's susceptibility to terrorism, and curtail the harm and recuperate from attacks that do happen. The establishment of Department of Home Land Security (DHS) was wide-ranging acknowledgment of the US administration. Members of Senate continuously pass acts to take in hand all aspects relating to the security of a civil society; for instance the formation of the Patriot Act. This act has given the freedom to intelligence and law agencies to share their information. The Patriot Act, with respect to the Foreign Intelligence Surveillance Act (FISA), intended to broaden and widen information sharing between intelligence and law enforcement agencies; this provision as a matter of fact goes too far and has taken into its account several privileges.

Nonetheless, the greatest victory is the killing of Osama bin Laden, who is supposed to be root of the contemporary terrorism. Moreover, John Brennan, a consultant for homeland security, said in August 2011, that although Al-Qaeda has been crushed, the terrorist group is still the first and foremost threat to US nation. As a result of Bin Laden assassination in Pakistan, this threat may rise to take revenge of its founder's killing.

USA vulnerable of further threats of terrorism is very much concerned now on its borders' security to keep a check on the legal and ill legal migrants. (Bullock et.al, 2012, p.305) Just after the formation of (DHS) in October 2001, George Bush publicly announces the first homeland security writs. The Homeland Security Presidential Directives, (HSPD) was the whole sole authority to deal all the matters relating to the security of the American citizen. The second writ is all about the security issues that relate to the immigration policies. Nonetheless, the (HSPD) further suggests for the formation of an expertise force which will combat foreigners who are involved in helping terrorist to come into the American territory. The department is also responsible for the detainment, prosecution and deportation of all issues related to ill legal immigrant.
