Introduction

The main purpose of this essay is to make an analysis on the foreign policy and the main policy makers. The essay is a reflection of the ways in which the foreign policy analysis has played an important role in the international relations and its study. This essay mainly focuses on the decision makers behind the foreign policy. Foreign policy of a country is a set of political goals that define how to continue to this country with other countries in the world. Foreign policy is one of the most important activities of the state, acting through the implementation of its goals in the international community (Smith, 1984, p. 26). The state is the basic unit of society, which is eligible for the exercise of foreign policy with its principle of sovereignty and material resources and military. Although some researchers believe that the practice of foreign policy are not limited to the States but that the multinational companies and regional organizations Kgamah Arab and international organizations like the United Nations with its legal personality of his own foreign policy, which may agree or disagree with the states and its affiliates. There are different decision makers behind the development of the foreign policy. There is a great role of the bureaucratic politics behind the design of the foreign policy. Thus, this essay is a reflection of the arguments that whether there is an impact of bureaucratic politics on foreign policy or not. The process of defining the foreign policy is heavily influenced by the bureaucratic politics. Therefore, in order to control the foreign policy, there is not only the interest of one group, but it also carries out the rival bureaucratic interests. The bureaucratic groups are not involved in the solution of the problems; rather, their main concern is to formulate and implement the policy. Thus, this essay is a reflection of the main decision makers in developing the foreign policy, and the role of bureaucratic politics in the foreign policy. The essay is comprised of the different theories related to the foreign policy, and the decision making models.

Foreign policy is a major aspect of world politics and the structural characteristics of the world system is a major determinant of roles of actors and their foreign policy actions. Foreign policy refers to the course of action pursued by a government in its dealings with other states on the global scene.
