Audit Scope and Objectives

This Audit will look at 3 of the 4 Kingston University sites: Penrhyn Road, Knight spark & Kingston Hill, as the Roehampton Vale Campus falls outside of the Royal Borough of Kingston, and resides in the borough of Wands worth. Due to the possibility varying council measures, this audit will not include Roehampton Vale. In each of the three Campuses', the focus will only be on fly-tipping on the actual campus, not fly-tipping done by the university itself off site. Fly tipping occurs where waste is dumped illegally. The University of Kingston Audit Department provides management with sufficient information to determine whether operations are functioning efficiently, effectively, and in accordance with management's intent.

Objectives of the Audit

Asset Management

Ensure that all assets of the University are promptly and completely recorded, accounted for, authorized and adequately safeguarded against loss and misappropriation.

Operational Audits

Perform operational audits for the purpose of ensuring that University's operations are conducted efficiently and in accordance with appropriate and adequately documented policies, plans, and procedures.

Fair and Objective Appraisals

Provide senior management with an independent, fair and objective appraisal of the effectiveness of the University's financial accountability systems and operational performance in accordance with the priorities established by the Chief Audit Executive and approved by the President and the Audit Committee of the Board of Visitors.

Analysis and Recommendations

Provide management with constructive criticism and positive recommendations designed to strengthen and improve performance results and cost effectiveness of their operations.

Audit background and introduction

Cleansing, Waste and Recycling service has a responsibility to ensure that streets in the borough are kept clean and one of their tasks includes the rapid removal of fly tips. The objective of the audit was to confirm that there is a system in place to record all cases of fly tipping and their removal, both accurately and promptly. Further, there are systems and procedures in place to ensure that the average removal time data for each fly tip is accurate, reliable and complete. Although we were informed that non-reported fly tips should be recorded on Mayrise after collection; during the period April to July 2009, they were not being recorded. This means that the reports retrieved from the system were incomplete and this could potentially affect the data collated and submitted as part of Cleansing's monthly performance.
