Introduction

The Department of Corrections is considering adding electronic monitoring (EM) as a sentencing option for judges. Electronic monitoring (EM) is the use of technological equipment to verify that offenders are at specified locations during particular times. (Payne and Gainey, 2000) EM is always used in conjunction with house arrest (HA), although HA can be used as a stand-alone sanction.
