Introduction

This research paper is based on emergency services discipline. I have chosen the Emergency and Disaster Planning discipline for the Hurricane Katrina in New Orleans. A wide variety of disaster relief organizations have appeared worldwide over the last one hundred years and especially since World War II. All developed countries have internal disaster preparedness and disaster relief plans as well. In the United States, the Federal Emergency Management Agency (FEMA) is responsible for all aspects of intra-country disasters. The 2004 World Report on reducing disaster risk emphasizes that the 'natural' disasters are a serious obstacle to human development and meeting the Millennium Development Goals as important as reducing extreme poverty by half before 2015.

Hurricane Katrina was the most destructive and caused more deaths in the hurricane season in the Atlantic in 2005. This hurricane has caused more economic damage; it is one of the five deadliest hurricanes in the history of the United States. Katrina is the sixth most intense of all recorded Atlantic hurricanes. At least 1833 people died due to the hurricane itself or the subsequent floods, making it the deadliest hurricane in the United States since Hurricane San Felipe II in 1928. The total damage was estimated initially at 108 billion dollars, almost four times that of the damage caused by Hurricane Andrew in 1992 (Morris, 2009).

Prevention is part of the set of mechanisms available early to avoid a hazard. Although socio-economic and human losses from natural disasters and man-made events are common in developing countries, these approaches begin today to become part of the discourse of a less arrogant ruler and reflection of the global prevention and disaster relief in the world.

Implications of Hurricane Katrina in the United States

About 140 patients from nursing homes and hospitals died as a result of the scourge of the cyclone. It killed about 200 thousand people in the southern states of Louisiana, Mississippi, and Alabama. Authorities were investigating the circumstances of the deaths of several hospitalized after spreading rumors that concern the alleged execution of euthanasia against the family's will. Mayor in the city of New Orleans, told reporters they are inspecting at least 100 bodies to see if they have traces of lethal doses of morphine or other drugs. Urge state whether the elderly were killed during Hurricane Katrina, during events related to its sequel, or as a result of illegal procedures. According to the specialist, samples from several dozen bodies were sent to a laboratory in Philadelphia for drug testing (Moore, 2006).

The effectiveness of a risk management policy depends largely on the collective representations, rumors, and reports of force. In New Orleans, it is the frustration that erupts into a chaotic violence. The people of New Orleans are neither better nor worse than in other places.
