Introduction

The concept of making a bill into law is one of the processes that are mentioned in the constitution. For this process of making a bill into law, it is important that the bill must be passed by both of the Congress houses by majority votes. The bill after passing by the majority of votes in Congress sent to the President of the United States. The signature of the President on the passed bill is then become the law.

In the above paragraph, the process of bill becoming a law has been defined. For a bill to become a law, it must be passed by both of the houses of Congress so that it could be passed on to the President of the country. The signature of the President on bill makes it known to be a law. In case, the President does not sign the bill and rejects it thereby calling a veto, it is returned to the Congress where bill is voted again. If the bill is passed by both of the houses of Congress again, it becomes part of the law (Luce, 2008).

However, there are certain changes when the bill gets reject and is passed by the houses of Congress second time. This time, the bill must be voted by two thirds of the majority and when it is passed by the two thirds majority, it does not need signature of the President. The acceptance of bill by two thirds of majority by both houses of Congress is known to be the “Overriding a Veto”. The process of “Overriding a Veto” is an important but crucial and difficult step because of the requirement of votes by two thirds of the majority (Wie, 1999).
